Prevent excessive trades

I've had quite a few games now where it appears that two players are working together to have one of the two win. They often do excessive trades of like 4-5 resources for one resource.

It would be really nice to see something put in place to prevent teaming like this. Its just not very fun to lose without being able to do anything.

9:1 should be the max trade because there might be a situation where you have no ports and want to get 1 resource. Unlikely, but possible.
It should also be impossible to trade 5:1 of any single resourse.

I don't know if there is any way to prevent this, but you should be able to report players for throwing games.
