Allow proposing trade when it is not your turn
The downside of this will be spam, but that can be overcome by muting a player or limiting the amount of offers an opponent can give per turn

Allow bank trades at unfavourable rates (3-1 instead of 2-1)
If I occupy a 3-1 port AND 2-1 port, please allow me to trade my resource at a 3-1 rate if I so desire. Currently I'm not able to trade the bank at a 3-1 rate.
