Bug: Timer can run out when placing roads from Road Dev Card.

This results in one or potentially both roads being cancelled if you aren't quick enough. Need testing to see if bought roads can end up not being placed.
admin edit: when timer rans out while using road building dev card, bot places the remaining road/s. This is live in v89
