Bug with bot placing multiple settlements

Starting a new game, and a player disconnected, reconnected, and disconnected again. Then another player (or a bot) placed 8 settlements. Then an infinite loop started, with the message "Bot is placing a road for ..." repeatedly added in the game logs.
