2:1 Trade bug

I had a 2:1 trade port using brick and wheat. I went to try and trade 2:1 so i could get resources to win the game and it showed trading with the bank but all it would do is trade with the players. Since it wouldnt let me trade brick or wheat I failed to make the successful trades and lost the next round. That is a pretty huge bug or I am missing something.
