After monopoly 14 wood in my 4th placement game, I could not trade with the bank

This definitely needs reproduction and more details from OP. I have definitely traded after a monopoly.
One thing that I have noticed is that the first thing to break down when internet troubles strike is trading. I suspect OP did the mono then had a ping spike.
