bots will give up on trades when no one accept it, instead of waiting for everyone to decline

so if a bot sends an offer, and one player doesn't decline it ( it's not auto declining because they have the material) the bot will simply wait all it's turn out without doing anything. I think it can be definded for bots that they wait just a max of time for an offer and then eaither make a new one or pass the turn. it's really holding the game back.
