Sandbox mode

It would be cool to have an option to lay down the resource spots as we wished to
- get games with the same setup going again
- good for strategic discussions

So like an additional mode, where everything for a game can be laid out, to start from there, so settlements can be decided where to put, cities and so on. And if everything is layed down, the game can start.
