Bug: 5-6 player game never ends

I had set a 5-6 player game to 10 VP, it surpassed 10 VP and then never ended!! Someone had 14 VP and there was nothing left to do for them to get more VP (all dev cards were gone) but the game still wouldn't end

The key thing I believe was he hit 10 vp in a special build round

We think that the 10 VP was hit during a special build phase which could have contributed to the bug
