Glitch prevents building on land, despite correct spacing between settlements
As you can see in the screenshot in a normal base mode on lakes, red is unable to build a house due to blue's proximity. Despite blue being across the water.

LibrariansPlayColonistThis happened to me this morning. I do have a screen shot - it was in the same type of location, a port where there was already a settlement across the lake.

FrostyThis happened to me as well. I would have won if it wasn't for this damn bug!

LubyHad this happen in a game I won in. Perfectly acceptable rule. Building of settlements is only permitted 2 placements away. Easy to follow, unless you're playing with individuals who can't take no for an answer.

NeedToFixThisIt's a dumb rule, water sets you apart from other placement. nowhere said that it's a rule and in a heat of the game you build your roads to get to that spot and waist resources. just annoying really

JoannaPlease fix this. On a "Shuffle" board, land is often narrow and it can get crowded. Not being able to build across the water from someone else makes it difficult to place your settlements efficiently, so one can run out of roads without being able to put out all your settlements.

RyanUnable to build settlement on port space even though 2 roads are present between settlements. In this screen shot I am black and tried to build on the 2 for 1 wheat port but was not given option. Game only allowed me to build on the 2 brick and 1 wheat hex.
I don’t see a spot to upload image. I have it saved if proof is needed. -

Daniel GrumillerThese are just the Catan rules - you cannot build settlements next to each other, regardless of the hex between them, even if it is water. In the example shown, the blue settlement prevents you from settling. So this is not a bug but a feature.
