BUG: v98 broken Seafarers chits

Played a game on 3P Across the Desert on v98.
The 2 point bonus for building on islands did not appear.

Not sure exactly under what circumstances this bug repeats

This seems to appear in games rooms following using the "rematch" button following a prior game.

It does not occur immediately following using the "create" button from the lobby.
