Harbormaster (variant)

It would be awesome if the Harbormaster option could be added as an option to be turned on for any game. This could easily be a paid-for option as well. I imagine it would be relatively easy to implement into the game. The Harbormaster is a 2VP bonus just like Largest Army or Longest Road and makes port settlements/cities stronger.
