House rule: No seven rolls if using friendly robber

Another improvement that could be made to the game... though it is not in the official rules, would be to not allow 7 rolls until the friendly robber requirement is met by the first player when that option is turned on. When you can't put the robber on anyone at the start of the game and you roll a 7, it is a real penalty!
