Karma System penalty rework for game start

There is nothing worse than starting a game and having someone quit the game during placements. After a while the game says there is NO karma penalty for leaving, however, if you leave and the previously gone player comes back, you end up receiving a karma penalty anyways.

So basically you are forced to play with a bot just in case the "gone player" comes back. This is not a good experience. Can this be reworked so that if someone is gone during placements, all remaining players can leave without actually getting a karma penalty?
