Possible bug with Valentine map

During the placement phase, I accidentally built my second settlement *atop* another player's, as can be seen in the attached picture. Why I was actually permitted to place there, I have no idea, but I was subsequently unable to build a road from that property, and, after the timer ran out, the bot seemingly got stuck in an infinite loop while trying to place a road. I'm not sure if anybody else has encountered this issue, or if it's just a one-off, but any insight would be appreciated!
