Not Enough Dev Cards in 20vp Game
If you choose to play a game with 20 victory points and only 4 players the game can never end. The max amount of victory points through settlements is only 13 and if you do not get longest road then you need to rely solely on development cards. As there is a finite number of development cards it becomes impossible for the game to end.
Need to make some changes somewhere. There needs to be either more development cards and/or more settlements and/or more roads.
I played a game where the bank was empty and nobody could make any moves. It was just a constant loop of acquiring resources and waiting for someone to roll a 7.

Satoshi Admin5 settlements + 4 cities + longest road + largest army + 5 vp dev cards = 22 points. So it is in fact possible to win a 20 vp 4 players game

BerylYeah but very unlikely to have everything. Of course it is theoretically possible. I challenge anyone to manage to do it. You become reliant on development cards and there are not enough. The game will always end with nobody able to move/ build/ buy anything. just receiving resources and losing them when someone rolls a 7.

HandOfGodI played a 2player game to 20, and the same thing happened.
I ended up with 13+3 points, both ended up with 12+? points. (I hand longest road, they had largest army).
Both were out of roads and nothing else could be built.
If it gets to a stage where it is impossible for any player to do something, the game should end regardless of whether the VP target has been reached. -

VendigorSame for me played 20 VPs game for 3 players, ended up like in the description - one player got 19 points and that's it, the game entered an infinite loop.

SultanwooI don't know where to put it but we had a similar situation. Just 14p to win, but we had 13, 13, 12, and 10 points and there could no longer be a winner (all 5 VPs distributed, different people, having road and army, and no place to put settlements anymore). Infinite loop. I suggest a change where a game can understand when there could no longer be a winner and end it prematurely (or give the most points person at that point a victory, me in my case). We had to figure out how to turn off the karma penalty to leave.

DojandoBut why not play with less VP?? The game is not meant to be played with that many VP needed to win a game. Of course it breaks. In my opinion there is no need to "fix" this.
The option to enable 20VP is, if at all, meant to be played with only 2 People.
