Longest road should not be awarded when there is a tie.
According to the official rules, if the longest road is interrupted resulting in a tie for for the new longest road then the Longest Road card is set aside - no one receives it until the tie is broken. In my last game I interrupted the longest road of Player A (12 roads) resulting in Player B and myself having a tie (10 roads each) and I was awarded the 2VP.

LaneIn this instance, there IS no player who had it before the tie. One player had a road of (just for example) 12, which got split into two roads of 6 by another player's settlement. Now the player who had the second longest road (8) takes the longest road from the first player. But in the event that there was ANOTHER player with a road of length 8, there is no way to decide who gets the card. Both players became the longest road simultaneously.
